STATEMENT ON THE DEPARTURE OF KHANYISILE MALGHAS

The statement by the Department of Housing, Local Government and Traditional Affairs, on the departure of the Head of Department (Permanent 
Secretary), Mr. Khanyisile Malghas.

In March 1999, Khanyisile Malghas applied for voluntary severance package (VSP). The processing of the package took long to complete. In 
July 1999, Mr. Malghas followed up the matter by raising it with MEC Nkwinti who had just been a month old in the Department. In view of 
the situation, MEC Nkwinti requested Malghas to stay with the department until the end of December 1999 so that he could assist the MEC to 
find his footing. Mr. Malghas agreed to this proposal and stayed on until he was released in December last year.

Khanyisile Malghas has been involved with the department since 1995. He has played a pivotal role in the integration of the erstwhile 
Bantustans of Transkei and Ciskei and former Republic of South Africa administration. In 1994 he constituted the core of senior and 
experienced public managers who were given a responsibility to establish a single provincial administration.

Due to the wealth of experience Malghas gathered when he served in the former Transkei Consulate in Port Elizabeth, He has played a 
meaningful contribution mainly as the strategic manager of the then Department of Public Service and Administration.

He stood firmly against criticism leveled against the Provincial Administration by adversaries. After serving for years as the Permanent 
Secretary for Public Service and Administration, he was deployed to serve in this department replacing the previous Permanent Secretary Mr. 
Dannie Bezuindenhout who also took voluntary severance package.

When he took over as the head of the department's administration in the Housing, Local Government and Traditional Affairs, he used his 
management and administrative skills to lay a foundation to rid our administration system of the legacy of apartheid.

He played an important role in the drafting of all policies and legislation that were intended to transform the administration system of 
the province. Khanyisile Malghas has not only used his knowledge, experience and expertise in the department but to the entire Eastern Cape 
provincial government. When the concept of the "Batho Pele" (People First) programme campaign was introduced to the province, Malghas was 
tasked as a project leader to implement the campaign.

The MEC has appointed Ms Linda Mqokoyi to be an Acting Permanent Secretary from January 1, 2000. Ms Mqokoyi will assume all the powers and 
functions of the accounting officer until the post is filled on a permanent basis.

William Perks, Director for the Housing Administration of the department will act in the position of Chief Director Housing. Ms Mqokoyi and 
Mr. Perks, who have both worked with Mr. Malghas, are experienced as individuals and collectively. We have confidence in their ability to 
maintain the same work ethic and standards.

We wish Mr. Malghas well in his new career move, and we are confident that he will continue to serve the people of our country and advance 
the transformation of our society in a different capacity.
